I use MS Office Picture Manager. I rotated the pic by 1 degree and it went out of focus.

I don't knwo what picture manager does, but get the free Picassa, that would do a decent job |

Get the GIMP.
It's free, and it does a lot of what Photoshop does. |

Rotation generally makes you lose some detail, and depending on the calculations in that software, it could be a lot of detail.

You seriously don't want to use the Windows Picture Manager. Do get Gimp, it's free.

Or Paint.NET a great free editor will do all basic and some advanced editing. Allows for layers also. My thread on it - Paint.NET - In Depth Look at the Free Photo Editor.

Gimp is good, but learning curve is a bit steeper than paint.net.

That's a bit of an overstatement. Some (not all) JPEGs can be losslessly rotated at 90° intervals. Certainly not at arbitrary intervals. And "all other operations." What does that mean? Many transformations can be performed in a lossless manner, while others definitely are not lossless, no matter the software. |

Now I just need to learn it!!!
What I could not find on Paint is how to add a border to my print.

Probably the same way you would in photoshop lol. Are you looking for a simple border or some silly border my grandmother would put on a photo?
You can expand the canvas to add a single color border of fixed width. Like a 3 pixel black border just expand the canvas 3px on each side with the background color being black. Or say a red border slightly inwards u can probly select the color red and draw a rectangle on it.
Did you find the rotate function? I dont think i have it instaleld right now but its up in one of the menus. You can type it or you can use the 360 turn wheel thingy.
