Are motion and/or radial blurs allowed in advanced editing?

You can enhance existing motion or blur, but not create new blurs where none existed before.

They are allowed, BUT they shouldn't change the average person's description of the photo.

For instance, using motion blur to make a car that is sitting still appear to be moving would be illegal. But using it on a photo of a car that already has some motion blur would be acceptable.

Ok. Would creating a new layer and nudge it a bit be not allowed either?
It gives the same effect I want.

If there is no apparent motion in your original, then there can't be any in your entry, regardless of how you achieve it.

One to chomp on...
In SC2's Smart Sharpen, Motion Blur, It does exactly that to sharpen an image that has a bit of motion blur.
