Are motion and/or radial blurs allowed in advanced editing?

You can enhance existing motion or blur, but not create new blurs where none existed before. |

They are allowed, BUT they shouldn't change the average person's description of the photo.
For instance, using motion blur to make a car that is sitting still appear to be moving would be illegal. But using it on a photo of a car that already has some motion blur would be acceptable. |

Ok. Would creating a new layer and nudge it a bit be not allowed either?
It gives the same effect I want. |

If there is no apparent motion in your original, then there can't be any in your entry, regardless of how you achieve it. |

One to chomp on...
In SC2's Smart Sharpen, Motion Blur, It does exactly that to sharpen an image that has a bit of motion blur.
