I love the line of color that acts as a border, but really isn't because you can still see the image... I can't figure out how to do this nor could I find a tutorial on how to do it.. I'm sure it's easy peasy, so if someone would be so kind as to break it down for me.. Thank you........

edit to note, this picture isn't the best example because it looks like it has a border added to it..lol.. I can search for one that just has the line, but I think you guys know where I'm going..

Use the eyedropper, and select your color.
Then determine how wide you want the border, and let's say you have plenty of room inside an already cropped 640x480. Rectangular marquee tool drag and select the whole pic, edit, stroke, 20 pixels, inside, make sure the color you wanted is in the color box, if not, just click on it and then use your eyedropper on you toolbar foreground color, which is where it should be if you chose it ahead of time, then OK, then while the marching ants are still around the image, repeat and edit, stroke, this time pick black in the stroke window, and this time choose 19 pixels, hit ok, and click away somewhere to de-select.
Same similar can be done by extending the canvas by 20 pixels of the desired color color, then edit, stroke, black, 19 pixels inside, and you're done.
