Kirbic suggestion is very creative, but too harsh for my taste.
There have been many discussions about the voting-method in these forums and it seems there are pros and cons for any method.
As far as I'm concerned, the purpose of voting is to select a winner at the end of the week (after all this is a digital photo-contest) and so far we have managed to do that with the current voting system.

Adding an extra 1/10th scale like you proposed, is actually like replacing the current 1-10 scale with a 1-100 scale. It will be of no influence on the final result. Neither will a 1-5 scale.
