I worked at a wholesale nursery on my summer breaks during college - definitely fertilizer.

it's fertilizer... i've seen it in a lot of plants before.

i say: keep the plant. ditch the cat.

Why would fertilizer be in a big clump like that and nowhere else though?

that's just the way it's applied, when I was doing it, we were going through big beds of potted plants with these plunger things with the tops filled with the fertilizer, and when you pulled the plunger and pushed it back down, it let out a certain portion of fertilizer right around the stalk of the plant.
