Is Image> Adjustments> photo filter allowed. It doesn't seem to be an effect filter but does change saturation and/or color.

To the best of my knowledge i thought it was. It applies a color like a "Real" filter to the entire image un-biased and unselected.

use filters or stand-alone utilities designed to preserve image integrity (such as Neat Image, Unsharp Mask, Dust & Scratches, and color correction tools). These filters must be applied uniformly to the entire image, and must not be used in such a way that their use becomes a feature. No “effects” filters may be applied to your image, with the exception of Noise and Gaussian Blur.
Yup...it's legal

It so happens that I asked this exact question last week via help->contact us, choosing "DPC General Inquiry."
That's the best way to get an SC member to help you interpret the rules.
And the answer is yep, it's legal, assuming you don't make any selections (per the usual basic editing restriction).
