Have you accounted for the 30 gigs or so of software installed? Windows 1 to 3 gigs. Office and all its nice stuff 1 gig. yada yada I tend to fill 15 to 30 gigs with all my software.
Ocasionally working with high resolution scans photoshop stalls. Ill end up with an 8gig temp file. In 2000/XP their hidden int he documents and settings usually application data.

temp folder in your "documents and settings" usually full of crap ;)
C:\Documents and Settings\**your user**\Local Settings\Temp
this is why i partition to give System 16GB, Scratch 8GB, Apps 12GB, Work 12GB i also have a partition for photos/scans 100GB (i have some other partitions for other stuff on here as well)
with only 60GB of space, 10-sys/8-scratch/36-photos?
