I know it says that you may not spot edit the image except for sensor dust, or hot pixels.
Does this mean that we can use the heal tool?

I think you can only use the 'healing' tool to remove sensor dust or hot pixels ... any other use of it would be considered 'spot editing' ... |

Heal tool to edit dust or pixels...I'd says yes.
