I know it says that you may not spot edit the image except for sensor dust, or hot pixels.

Does this mean that we can use the heal tool?

I think you can only use the 'healing' tool to remove sensor dust or hot pixels ... any other use of it would be considered 'spot editing' ...

Heal tool to edit dust or pixels...I'd says yes.

I don't know why there'd be any difference as to which tool you used.
