I have 3gb of ram install on my computer, at least I think it is installed correctly. When I go into control panel and look at 'system' it says I have 3 gb. This is what it should be so it seems right.
When I go into photoshop however, and move the slider to choose how much RAM it gets to use it says 1687 MB ram, that is only 1.6 Gb of ram.. why the difference??? |

According to Adobe, Photoshop can only use the first 2GB of memory and once you take out what the operating system and everything else is using, that generally gets displayed as "only a maximum of 1.6 or 1.7 GB of total available RAM".
Seems a bit odd, to be honest, but there you go. |

32bit photoshop will only see GB of RAM, as the OS will take 300MB+/- Photoshop will only see the vaiable RAM as said above between 1.6-1.7GB
if you require more RAM in photoshop then you'll have to use CS2/3 and Vista64 or XP64 these will break the 2GB Barrier |

also you can squeese a little more with the "/3GB" switch in XP pro but it doesn't work on all machines.

Having "only" 1.7 gigabytes of RAM for Photoshop is a problem if Photoshop's performance is sluggish or is noticeably tying up your system resources.
I'd guess that is not the case right now and will not be for a long time to come.
