Well everythings a "Good Bye" a Good Bye to your money!
Ive seen strobes with alot better power control it only has full half and 1/4. Not sure what the 60 watt modeling light is on the 2 strobes.
EDIT - 70 watts a second doesnt seem like its that bright? I mean the spread would give nice even lighting is it bright enough for what your doing?

The 60-watt modeling light is just the light that stays on between flashes so that you can see how the light and shadows will look on your subject when the flash fires.
This package looks like not very much flash power for quite a bit of money. The Alien Bees packages seem like a better value.
