Please tell me if the following things are legal in Basic Editing:
Duplicate layer
Median (Noise)
and
Color (from the layers tab in the palette)
This is for a possible Night Shot submission. Of course, this is not the only things I would be doing. There are other things I want to do that I already know are legal. I don't feel this is altering the picture any more than just the color. The picture itself is still the same.

Duplicate Layer: Definitely not! Specifically, only adjustment layers are allowed -- they are the layers without actual pixel data.
Median (Noise): Yes, noise is specifically allowed! Provided it is applied to the entire image and not to the degree it becomes a significant element. Median I'm not sure of.
Color: If by this you mean the Color blending mode, then NO! Normal blending is all that is allowed. If you mean something else, I'm afraid I'm not understanding.
