I'm from Maryland and lets say I want to buy an automobile in Delaware. Would I have to pay taxes on it even though Delaware doesnt have taxes? This is all I could find but I dont even think this pertains to what i'm asking.
Delaware law allows out-of-state vehicle owners a credit on a sales tax, transfer tax or some similar levy paid to another state on the purchase of a vehicle within 90 days prior to registering the vehicle in Delaware. The vehicle must have been titled/registered in the other state within 90 days prior to registering the vehicle in Delaware. The 90-day rule is strictly enforced.

You'll pay taxes to Maryland when you register the car.
Edit: As I read the the law you quoted, it applies to residents of Delaware who purchase vehicles out of state.

Anytime you first register a vehicle in Maryland, you pay a 5% fee based on the value of the vehicle. It's not a tax, it's "fee". And you pay the yearly registration fee as well.
Even if you already paid a tax on the vehicle in another state, you still pay 5% of the value to Maryland when you register it here. My wife's aunt and uncle moved back from Florida and had to pay the fee for both of their cars.

Schools - taxes pay for schools - and from schools you get educated people that make more cameras, and DPC websites, and pass laws to charge fees...
If you live in the burbs and walk (not sure about that combo...) I assume you take a bus now and then? Public transit would not exist without taxes.

Muscles and limbs aren't much protection against bullets.
