Is there something like a public domain photography archive? Something similar to what the Project Gutenberg is for literature?

CIndi theres alot of stock places that have Royalty Free images that you still have to buy. I think theres a difference between royalty free and just plain public domain free.

Now while the OP might be looking for images he or she can do whatever he or she wants with it. I think they were also looking for just plain free images.

EDIT - OF COURSE I DIDNT EVEN READ THAT THAY ALREADY FOUDN WHAT THEY WANTED LOL

Another option you might consider is Creative Commons.

Works licensed under Creative Commons are released by their authors/creators for free use. Be aware, though, that not all Creative Commons licenses are equal. Licenses MAY, for example, prohibit commercial use, require attribution, and/or require that you share any derivative works under the same license. Others may not. The good news is the Creative Commons licenses are designed to be easily understood by ordinary people who don't speak legalese. Fortunately, there's a lot of stuff licenses under Creative Commons, so you have a good chance of finding what you need, with a license appropriate to your project.

Good luck,
Terry
