When submitting a photo with borders I know a border that has two colors is premitted but what about a border that is say black white and then black again? I think but I want to be sure. Also is there a limit to number of borders used? For example if there are the black, the white, and then the black again and your photo editing added its own fine line around the inside of the borders is this going to be dqed? I read the rules and I know the borders changed recently I'm just wondering if that is ok or not?

As long as it doesn't contain text or other artwork, you are usually safe. Most any border is allowed, but occationally it happens when someone stretches it a bit by using a pattern in it, or by using some kind of illegal method of creating it. yours sounds fine. This is only my opinion, as I've not actually SEEN the border. You could probably put in 10 borders if you wanted. While it might be legal though, keep in mind that voters might not appreciate flashy borders.
