What does Matting do to your photograph in photoshop 7? Sometimes I try it and I don't see a difference, so i'm hoping someone can explain it to me.

Hovering over it, it says, "Defines color to blend transparent pixels against" When you're creating a GIF image with transparency you'll often have pixels that are only partially opaque around the edges. So when you go to place this image on a web page there may be issues with the edges not blending correctly with the background. By selecting the appropriate matting color you can tell Photoshop that these partially opaque pixels should be blended with the mat color without affecting the completely transparent pixels. (Or with depending on your transparency selection)
