Just out of curiosity (I can't afford either right now)...
Do you think the NON-IS version yields superior images? If you had to rate both the IS and NON-IS versions 1-10 based ONLY on image quality... how would you rate them?

I did a little reading on them a while back and "supposedly" under the same controlled situations, the f/4.0L version had a slightly better image than the f/2.8L version. The IS is a touch more delicate, having the moving glass inside. Anytime optics can be precisely and securely mounted, they are better in regards to dead-on accuracy in the optics.
IS does have a huge advantage in lower light situations or when something is in motion, gaining a couple notches up the shutter speed ladder, but will get a bit tiring hand-held, as it is one heavy lens!

The IS version of the exact same lens is much heavier than the NON-IS version?

The lenses are different. Any reduction in quality in the IS is all but invisible, and the stability offered by IS in the right circumstances would usually more than compensate for any reduction in quality.
The IS also has the benefit of weather sealing, but the disadvatage of being a few hundred quid more expensive - that's why I have the non-IS version!
