So, I entered this in the "Best of 2006", and as most commented, my PP sucked!
BradP said he would like to take a look at the original and see what can be done with it, so I open up to everyone. I would love to see what other better ways I could have post-processed this original (yeah, yeah, I bet the original is better than the version I submitted):
Would anyone like to help me and play? :)
Thanks!

I don't really like my results, but 10 minutes of playing gave me this...

First step was a Levels adjustment layer with a Screen blending mode. Then primarily burn to darken the clouds, dodge to bring out the beach line and enhance the foreground, and a little masking to hide some of my burning that I didn't like.

EDIT - A curves adjustment layer in there as well.

I flailed around with some levels/contrast and some dodging and burning for a few minutes to see if the drama might be improved ... It might help if done well and not so crazy fast and careless ...

Edit ... not to mention working with such a low res image to start with ...

... but it is certainly not so murky as the top image.

I'd do something like this. Recrop it so you aren't splitting the frame dead center with the 'horizon' (the beach line). Dodge some of the buildings so it isn't so dominated by middle gray tones, darken the sky a bit, add a touch of vignetting around the edges. Up the contrast, sharpen the whole thing then erase the sharpening on most everything but the beach front, etc. Two minute edit:

Hey, at least it got a spirited response ;). Yes given more than two minutes you would avoid blowing out some of the spots. Especially if you didn't want to receive a bucket full of comments about it in a challenge.

Here's a quick stab at it, trying to retain the heavy, leaden feel of the scene, which I quite like. Convert to 16-bit TIFF, auto levels, tone map, gradient top and bottom, dodge highlights on buildings, bump saturation in yellow and red, skew to make right tall building vertical, vignette, some neat image. There's a lot of noise, but it's unavoidable from the small original.
