do you want to create a montage? or merge several images on top of each other?

Sorry I meant collage,

I guess it would be a Montage

If you want to collage, go to File -new. and create a new canvas of a high enough resolution. Once you've done that copy each photo into it, making a new layer each time. Then just resize each one and drag it around so they are arranged as you would like

What I have found is quickest for me (and I am using PSP), is to resize the pictures to the size you want them to be, then open each of them and "adjust" the window they are in until you can see all the pictures at once. Roughly arrange them in the order you want, estimate how big a canvas you need.

Create a "new" canvas with the dimensions you estimated, copy the pictures as a new layer and place where you want. Then, you can crop it how you want and resize or whatever.

It's basically what zarniwoop says, except that I find it is easier to resize the pictures before placing them.

That's how I did this one last night

And this one sometime back

Thank yall for the advice. I tried playing with it, and did it a different way, and it didn't work out as well as I wanted it to.

Thanks everyone!

I suspect everyone you ask has a different way.
