What is the difference between "save" and "save for web".

I'm using Photoshop Elements 4.0

save for web strips out the EXIF data making for a smaller file or a file the same size but better quality.

Baggage. "Save for Web" removes all the extra EXIF and thumbnail data, so you can make the most of the 150Kb allowed for DPC entries.

Ah - okay. That makes sense.

Thank you.

Baseline is the, well, baseline. It't the standard, no frills, and is readable by even very old browsers.
Baseline Optimized "optimizes" colors and by doing so achieves a 2-8% reduction in file size over Baseline for the same quality. Pretty much all modern browsers recognise it, some very old ones do not.
Progressive uses slightly more space than Baseline, and uses this space to display progressively more detailed versions of the photo as it's downloaded.
Of the three, Baseline Optimized produces the best quality for a given file size, and is the one that is best for DPC challenge images. Using Baseline instead won't have a visible impact, except possibly for images with tons of very fine high-contrast detail. Using Progressive is not recommended. I see *lots* of images in challeges that have been saved using Progressive. Though the final quality is the same, there's the risk that, particularly during slowdowns, someone will see only the reduced-quality version before hitting the (low) vote button. there's also the file size penalty.
