i don't see it specified in the basic rules and am curious if using adjustment layers in 'normal' mode if the opacity of the adjutsment layer can be changed.

Yes, the opacity setting can be changed, but not the blend mode.

The only rule I could find regarding layers is this one:

"use only Adjustment Layers (or their equivalent). An Adjustment Layer is a special type of layer containing no image data that lets you experiment with color and tonal adjustments without permanently modifying the pixels. Adjustment Layers must be applied in Normal mode."

Since changing the opacity of an adjustment layer only controls how much that layer affects the image, I think it should be okay. However, I'm not a DPC lawyer so my opinion on this subject is basically worthless. :)

A lot of us would be begging on street corners if they suddenly banned adjustment layer opacity variations :-)

well i've somehow avoided the need for the effect. but never saw it specifically mentioned whether it was alright or not. good to know and carry on ;}

It's not so much an "effect" as it a quicker, simpler way to work. If you create an adjustment layer and deliberately overcook it a tad, then fade the layer, you can zero in on the best possible rendition. Sometimes, for example, a levels adjustment layer looks good until you do your final sharpening, then it seems a little strong. Now you have two choices; you can open up the levels dialogue box and play with the sliders some more (and sometimes you have to), or you can just fade the levels layer opacity a bit to compensate.

The point of overcooking it a little is sometimes you decide you want MORE of whatever it is, and if the layer is already set at, say, 75%, then you have a lot of slop for bumping it up easily and rapidly.
