I thought I could not become a member because I was not 18 yet, but other people have said different. I was going to become a member but at the bottom of the form it says,
"By checking this box, I certify that I am 18 years old or older and that I have read and agree to the Registered User Agreement and the Member Service Agreement."
What does this mean? Can I still become a member?

| I may be wrong, but I think you can become a member if you have a parent allow it. |

Besides PayPal, it's possible to send in a check or have someone else pay for your account; submit a Ticket to the admins (under the Help menu) for more specific assistance.
DPC parental waiver text is posted in this thread.
Minors can't do this on their own because there is money (and a contract) involved.
