Is "Replace Color" in PS CS2 legal under Basic Editing? (Image > Adjustments > Replace Color...)

I'm doing this without selecting anything. I'm just choosing one color and replacing with another (similar) color.

Dodging and Burning is out of the question in Basic Editing even though I'm not "selecting" anything, correct??
