When I open a file in either CS2 or Paintshop Pro 9 the image quality reduces substantialy, compared too when viewed in Windows picture viewer.
Can anybody tell me why this is and if/how I can fix it?
(also while im at it I shot in RAW for the first time last night, what are the standard conversion settings? ppi etc....)
any help would be awesome

We need a bit more information to help diagnose your problem.
1. What file type are you loading, are you talking about a jpg, tiff or raw file?
2. What do you mean by reduction in quality, how does this manifest itself? is it sharpness, colour saturation, noise ?

| Usually when you load a photo CS2 adjust it to your workspace. So after you load the photo hit the F key to go fullscreen and then use the zoom tool or the CTRL +/- combination(I don't know the mac alternative). |

1. It does it with tiff and jpeg files
2. (i'm not too good with the lingo) colours are fine but when zoomed in the pixels on the cs2 image are much larger than on the picture viewer image.

Photoshop will show ACTUAL pixels when zoomed in. Pictureviewer might be "smoothing" the pixels when you zoom in to make it look better, but it's not "real".
Photoshop is right.

What he said. Picture Viewer is not "accurate", it's set up to make things look as good as possible on the web.

Picture viewer is just that its a viewer and as such does not try to present the actual image. As its job description says it gives you a pleasing or best possible view of the jpg.
Photoshop and Paintshop Pro on the other hand are editors and its their job to present to you the most accurate image possible in order that you can make successful edits.
Different tools for different jobs.
As for raw conversion if you use CS2 then check the auto boxes, that will get you somewhere close on many images. Then you can use manual adjustments from that point. Look out for the blown highlights/clipped shadow indicator - large red/blue areas on the preview screen in Camera-Raw

That would explain why when I was zooming in on image viewer it seemed to be zooming for infinity without finding pixels.
If anyone else has any input on RAW conversion in regards to PPI, recommended software etc... fire away!
