are you allowed applying filters such as the Draganizer filter and other various downloadable actions for photoshop?

depends on the action but i can so that definantly no on the draganizer

It all depends on whether the contents of the action violate the rules. You can apply actions, sure... but they'd have to consist of things that are normally legal in Basic.

The Advanced rules do not attempt to define specific tools as legal or illegal, but rather focus on the overall results of your editing. You can use Draganizer, but not in such an extreme way as to violate the rules, in particular:
