using IrFanView, there is a rotation option to 45 deg, which means we get a rotated 45deg image, but with the 4 corners still with the original(unrotated) image on it. Legal? |

I would guess no. From the rules page:
Layers: Only adjustment layers may be used, and the layer must be applied in normal mode. All other types of layers and all other blending methods (modes) are prohibited. Layers may not be used to apply a prohibited effect to an image.
The only way I can think of to duplicate the effect you're describing would be to use layers (ie. duplicate the background layer then rotate upper layer 45degrees). The problem is that this process falls a little outside the adjustment layer guidelines. However, I'm by no means the authority here. Just my $0.02... |

From your description, I would say no as it appears the rotation filter does not parse the entire image -- a requirement at dpc.

It seems that what you are describing is a rotation with an added crop. Both are allowed, so I see no problem.

It seems like you can do anything to a photo and call it a border lately. I'd probably vote it not legal as it doesn't apply to the entire photo.

I tried what you described using Irfanview, and I think it would not be legal. If we consider the remaining (unrotated) portion "border" then it clearly violates the "no artwork in border" rule. |
