Looks like someone is testing the system.

Leroy,

From the comments in this gallery, this appears to be a few years old. The pictures were all taken from off the bridge or its approaches so on the assumption that the photographer is not tresspassing it would be no legal problem taking these photos. That does not mean that cops will not check you out and hassle you if you attract attention, or seem suspicious.

Most of NYC's bridges are clearly marked with no photography signs. I'm sure that the agency that runs them - either the Port Authority (who owned the WTC) or the TBTA have passed "regulations" banning photography. Not sure if violating those "regulations" constitutes a crime or just allows them to hassle you before denying you passage or evicting you from the bridge. On a practical basis, it's pretty futile to try to stop people from snapping shots from a moving car.

Make that 2 people. I took mine when I was there the last week of August. Then again, I didn't see a single cop. Looks like he was stopped while taking them from the city side. Lower East Side has many cops rolling around.

You can definitely take pictures on the Brooklyn Bridge. I was there this past August, and nearly everyone had a camera, and there were also quite a few with SLr's and tripods. I myself was walking around with my Rebel XT, and a cop passed by me twice when I was using a tripod and he didn't say anything. i dont think that any of the NYC Department of Transprotation owned bridges restrict photography. This includes the Williamsburg, Brooklyn, Manhattan, and Queensborough bridges, to name the biggest. (the full list is here)I'm not 100% sure about this, but if they allow photography on the Brooklyn bridge, then I think all the others bridges would have the same regulations.

I couldn't quite figure out if the photos were pre-911 or not. Ofcourse, it's been quite some time since I've been in NYC (1998, I think).
