Could someone clarify is no spot editing means no cloning or "erasing". ie. Can I erase out a fence or lightpole in the foreground of a shot?

No, sorry, unfortunately cloning is not allowed. Only 'whole image' adjustments are allowed.

Spot editing = editing not applied to the image as a whole... Cloning would be against the rules (since you would be editing specific "spots" in the image, and not the entire image).
