I know that the idea is to have 3 images on the page, and that there are no editing rules... with this in mind, are we allowed to have image icons below the main 3 images to help create a theme on our matting?

My interpretation would be "yes", since there are no editing restrictions (which includes specifications on artwork in borders and type fonts etc).
Anyone who knows better than that is welcome to correct me...

No spot editing = anything goes, you can add special photoshop effects if you want, can be a two photo, or three, and you can group them however you want.
