Depends on how it is used I would imagine.

I recall a discussion a few weeks back about using the liquify tool to slim someone up slightly -- removing a slight bulge or a panty or bra line. Sorry, but I don't remember exactly, but I believe the concensus was that if it was used to the same degree as cloning out a pimple or such it should be ok.

Of course, my opinion (and memory) doesn't count for much, so best to submit a ticket.

This was an entry that was disqualified for use of the liquify tool. Using it to that extent is obviously illegal but I'm guessing that subtle use like in the example Brad posted is fine. It's not illegal to move pixels in advance

So it's based solely on the major element rule? If it creates a major element (i.e. large eyes, muscles, etc) it's illegal. You can use it to make someone slightly thinner but you can't take off a 100 pounds. Is that pretty much the idea?

Probably used in a similar manner as light blurring or cloning, as was the example I posted, but once used to move things or change a shape, no.

All liquidfy does is move/change the shape of what it's applied to. In the photo you posted it looks like it was probably applied on the lower lip to get more separation from the top lip and in the process made the lower lip a bit larger. I could be wrong but that's how it appears to have been applied and that would constitute moving pixels and changing shape. If the photo was validated it probably was done so because it was a subtle adjustment (i.e. not a major element).

I have used it twice and been verified so yes it´s legal but my guess only to a small amount, you can´t use it to dramatically change the picture.

Per mk's post, if used sparingly, it is OK. It's a bit like playing with dynamite, though. It's pretty easy to go too far and have if blow up in your face 8-o
Seriously, any really significant shape or position changes will probable result in a DQ. Use carefully.

What Kirbic said. If you can tell there's distortion, then you're in risky territory since the distortion itself would likely be a considered significant created feature. Using it for light touchup should be fine.

Expert editing only requires (mostly) that you don't use clipart. If you conjure everything else in the picture up in photoshop, as long as a photograph was used at all, then you should be fine.
