I took this picture and decided to try and improve it. This is the new version. I used layers adjusted brighness and contrast and did some dodging and burning. How did I do? Any other suggestions. Thanks

To be honest, I don't think the changes are significant enough to really make much difference. I hope you don't mind, but I took a stab at it myself:

I used the sepia action, then bumped the sat by about 30, used curves and levels to enrich the shades for better dimensionality, dodged the fan rudder, and added a layer of crumped paper (also sepia'd), set opacity to about 50%, and added a curve on the paper layer to bring out a little more detail. I really like the sepia tone for rural, antique-ish looking photos, and the crumple makes it look like you may have found it in an old box in Grandpa's barn loft. Hope you like it :-)

I think it might look good with a little dodge and burn in the sky too. Gives it a dramatic feeling.

Played with this a little too. Nice shot! I tilted it a bit clockwise and then used curves and selective color layers on it. Then selected the sky and hit it with curves again and a gradient map.

edit:

Comments on your original and edit. Personally I don't care much for the magenta tint and overall they both sacrifice some nice detail to the shadows. There are some nice patterns on the ground, a neat looking crack in that tank and that great looking tail on the windmill that all beg for some attention. But overall, nice.
