When making a credit card payment with paypal, the one paying has to have an account. How about with moneybookers. does the one paying have to have a moneybookers account?

I don't believe you have to have an account to make credit card payments via Paypal.

I second ... err, third, the motion. You don't need an account to pay someone's paypal with a cc.
