it is my understanding that in advance editing diffuse glow is allowed.
Have I got it correct?

If you are adding something that wasn't there in the original that makes the composition appear differently, no. If you are enhancing something, to an extent, yes. I believe. |

Yes, all effect filters are legal -- using them to create something that wasn't there to begin with is possibly trouble.
Using diffuse glow to give someone a more radiant look would likely be ok, but not to make them look like they are glowing.
