I've seen some shots here that have a PS boarder where the image ends in an effect that looks somewhat ragged, like the picture is liquid and is trailing out into the white space around it. (I hope that makes some sense)

How is this done? Can anyone point me in the right direction? Maybe an action?

I'll try to find an example and post it here, in case I'm not making any sense.

I'm not sure exactly the border you're referring to, but a good place to check for an action to do that is here.

Here's an example of the soft border I was thinking of:

I can't seem to find an example of the liquified border, although I know I've seen them.

If you can't find what you want on atncentral, a google search for PS frame actions will give you more to look through.

I would make that soft border by drawing a freehand selection around the outside, inverting the selection, feathering it a bunch, and filling with white. Do all of this on a separate layer and you can then also adjust the opacity separately.

You can do this even easier with SelectAll, Border, Feather, but you don't get the slight scalloping of the edges you'd get with the freehand selection.
