| In PS I can rotate an entire image, but how do I rotate just a single layer at a time? |

| The only way I know how is to duplicate the image, rotate the copy then copy/paste onto a new layer in the original. |

| I'm not at a computer with PS but I believe if you Select > All, Edit > Transform, Rotate will do the layer. |

Edit ΓΆ€“ Transform ΓΆ€“ Rotate.
No need to select all. Just make sure you select the layer you want to rotate in the layer palate.
You can also just hit CNTRL T and move the cursor just outside the bounding box. You will notice that the cursor changes to a curved arrow. You can then free rotate from there. Hold the shift key to constrain to common angles. (90 degrees, 45 degrees, etc.)
