I took these last night and was wondering if some kind of filter could of made them better as I know nothing about them. Any suggestions on how these could of been improved would be appreciated.

I think that rather than a filter, you need to work on the compositions a bit more. The skylines need a bit more above them and the horizon to be lowered in the frame more closely to a thirds position. Same with the fountain, except maybe a lieft or right thirds, if you're going to center it, the buildings in the background are making things lopsided. On the framing with the trees, would like to see the full subject within the tree framing, and not crossing into the framing objects.
