Is it legal to flip the canvas horizontal in basic editing?

No, I think that is a valid question - rotating is addressed in the rules, but a flip is not. You're right, that sounds like enough of a gray area to merit asking whether it is ok.

Personally I think it is fine, it's tantamount to physically flipping a negative or slide in the film world, making it the most basic of adjustments. But I would not assume it either.
