I'm looking to get a simple site started up and I want to purchase a Flash template to get things moving along.

Anyone have suggestions for a good place to buy or any issues, info about using these templates?

I just want a nice simple photo gallery...a very, very short personal page and contact info...no Billboard-like buzzers and whistles.

Just a classy looking...easy to navigate gallery first and foremost...NO music!

Nice, simple gallery, short page and info, no buzzers and whistles, classy look, easy, no music. What will Flash do? You are better off with a neat and crisp HTML site. There are ways of making simple galleries without Flash.

Go to rentacoder or other such sites that connect designers with people like yourself. You can get excellent work done very fast for exceptionally reasonable prices (200 or so in your case I would guess or less). Coders are located worldwide and there are a lot of good ones out there looking for work. First thing first - get your domain name and then select a good open-source server company which has php etc. Point your rented coder at some of the sites you like the designs of and give him details of how you want your finished site to function and look. That is by far cheaper than muddling through on your own...

Simpleviewer is what you are looking for.

As an Example look at TheWaz's 30 Day Self Portrait site.

simpeviewer is a little too simple but up the right path. I need some room for a dash of text and some other stuff but not too much.

Less is more and I'm not trying to fish for business. I just want to show what I have and give some contact info....it's a reference point.

It actually allows for both a header and a footer. If you can put your text as one of these. It'll work. I think you can also annotate/comment images. I just don't know who it shows up...

I don't use them myself as I make my own sites but these do look pretty good for what you're asking for.

You can also use SimpleViewer in a table cell to make more room for common text...
