No, software can only work with data that is there. With blown out skies, there is no detail or color data to work with.

did you try copying the sky to a different layer and setting it multiply? need it darker? copy the layer again.

Oops, sorry. Please let me rephrase my question.
Can the effects of using a polarizer be imited using the camera controls itself? eg. under-exposing, etc?
