are the settings such as purposely vignetting RAW images in photoshop cs2 when you open RAW allowed under basic editing or is this a no-no since it doesn't effect "all the pixels"?

RAW conversion settings can be made "to preserve photographic integrity." If you use the vignetting correction to apply an effect, that's an effects filter, not a "correction", so no, it's not legal.
