Are there any rules for which an SC can lock down a thread? Or can (should) SC members lock threads just because they don't like it. Just curious. |

Forum etiquette guidelines
We also "link and lock" a thread if it's a duplicate of another ongoing or recent discussion.
That should cover nearly all thread locks.

that was locked at the request of the original poster, as the thread had degenerated far away from his original intent. |

I'm not sure I'd agree that the originators of threads that grow to involve many community members have "ownership" of that thread in any meaningful sense, but it's not an issue I'm going to argue here.
