How do i edit this so her skin looks smoother but not too smooth?
btw I use jasc psp8 if that's any help or anyone has a similar program.

Well, I don't know how psp8 works...but I can tell you what I'd do in Photoshop, and maybe one of the tricks carries over.

You could select the face and use Gaussian blur to smooth it out.
You could use a Blur tool and smooth it out.
You could use a Heal tool.
You could create a separate layer and "paint" over her face using a brush setting on Soft Light.
Or, you might be able to increase Brightness/Contrast or Levels to get a more high key effect which may give the appearance of smoothing out.

Again, I've got no idea how much this applies to your program, but I hope it gives some ideas! :-)

actually quite a bit of that applies to my program lol so I will try those. Thanks for the help.

The neat image demo would work very well for what You want. If you don't have it already, It's a very quick download.

Hi Kimberly,
(Missinseattle)

I hope you don't mind, I made a quick adjustment using PSP and a little Neatimage plug-in. It's just a quick layer over a sharpened version of your original dropped in at 40% in the face (skin area) only. It's just a quick example and may be too soft for you, but you can drop it in at 20% or 2% or whatever works for you.

Thank you Gringo. No I do not have Neatimage. Is it a free plugin? That does look better though. If there is a link for Neatimage I'd like to look at it so I make the adjustments to the original.
