If i add some tubes between a Peleng 8mm fish and a 20d, will I effectivly get a longer focal length and less of a fish effect?

the only thing an extension tube does is increase magnification and shooting distance, You would have a macro fisheye with a tube...

would I have a different field of view?

the problem is that I use this fish mostly for skateboarding, but I find that it is sometimes too "fishy." As a result for a larger person in the frame, I need to be extremely close, which isnt always practical, and isnt always safe (I've been hit by a few boards, not fun) I was hoping adding a tube or two would give me a different field of view, less fishy, and allow me to frame the photo sitting further away.

I almost got hit here with some fishy stuff.....

it would be less fishy
but a substatually reduced focus range
and not the ability to focus at infinity

better would be to pick up a sigma 15mm fisheye which would be close to 24mm in 35mm world ...

just tried it

12mm of extention on the 10.5mm fisheye will not focus at any focal length
sorry ..

uh, well the peleng is not an AF lens if you're saying that the camera can't get a focus lock. Do you mean that it cannot get anything in focus even close up? I realize that the further distance will be lost, but the closeup too is kinda shocking to me. Just trying to understand better.

Yep, even the shortest available extension tubes are typically too long for fisheyes :-(
The Canon 15mm fisheye actually can, just barely, focus with a 12mm tube, but a part of the DoF is inside the lens, even at "infinity" focus. This challenge entry...

...used the 15mm Canon fisheye and a 12mm tube. The nearest tack point is less than 3mm from the front element!
The situation for the Peleng is actually better, because of the screw mount. Put it on the cam, then slightly (1 turn or so) unscrew it from the adapter. You've just created a 0.75mm extension tube. Your extension is infinitely adjustable! This challenge entry...

...used the Peleng with the "unscrew the lens" extension technique.

Edit: Now I've done gone and given away my secret to ribbon-winning fisheye macros, LOL ;-)

this is the nikon 10.5mm and manual focus (forget AF at that range)
also just tried with my 17-55mm closest focus was at 23-24mm (rectilinear not fisheye)
