What I'm looking for is a filter that will make stars out of "hot spots" in an image the way a star filter will on a lens. I have heard that there is one out there that works wonderfully.

Anyone?

I went looking for this type of thing a few months back and I did not find a satisfactory answer. There is no simple filter or plug in that I know of. A series of effects on a number of layers should work - it was a long drawn out process. I did not try it.
