Is additional blurring allowed?

I just shot at f2.8 in thick crowds and didn't get the same oof in either back or forground compared to what I saw in a few previous thread samples, as per the Singled Out discussions.

What would be fair?

Singled out is under advanced editing
so blurring is allowed

the trick is to make it look realistic
