I was wondering if anyone could offer some advice on how to improve this shot. Is there any way to drastically improve this picture with photoshop or if I was to take the picture again what changes could I make to improve it. Any advice would be appreciated. Thanks

I think it looks pretty good. A bit soft, but pretty good. Maybe some sharpening would help it a bit, and a little curves adjustment.

yep, looks like you let the cam choose your f-stop, and just set the shutter? Shutter Priority mode I assume.
Try setting your f/ at like 11-15 or something, and focusing just beyond the curves on the bridges close to you. You'll have to do a longer exposure, but that's what you're looking for anyways right?
otherwise, try a high-pass filter layer or two with different radius on eash, and some USM.

I was going to suggest something similar with more of a panoramic cropping. I would have kept the bottom part a bit more though. Other than that, the revision looks good.

Okay, I'm a dork and didn't read the extended info. f/20 should have been fine... don't know what happened there. Was it windy out? hmmm...
Anyways, still try the High-pass and USM on the original, and see how it goes. If not, try a gothic glow and pretend you did it on purpose.
