Interesting choice of lenses there...
Since you ahve a budget, the Sigma 80-200 2.8 is excellent, or the canon 80-200 4L is a good choice even if a tad slower. I don't think you'd regret any of these.
Tamron's 28-75 2.8 XR Di is a fantastic lens. Less costly than the Canon 24-70L.
Is sensor size an issue? The lenses you chose are all full frame compatible (the tamron above may not be). The Sigma 18-50 is for APS-C (1.6x crop) digital cameras while the 17-40 4L and 16-35 L are full frame useable. ALL the really wide (10-22, 12-24, 11-18) lenses are for APS-C sized sensors as well.
Tamron makes a nice SP lens - 19-35 i think it is.
Back to the point - the Sigma 18-50 2.8 EX DC lens is about equal to the canon 17-40 4L optically. I have not compared their focsuing speeds.
If you got this lens, would you even need the 24-70? I have a tamron 24-135 and 24 is fine outside, but for some indoor use not wide enough on a 1.6x camera. The 18-50 is great indoors. I had a 28-80 and whne i needed to go near 80 i really wanted to be at 100, so to me the 24-70/28-75 lenses are a compromise in range that doesn't work for me - not wide enough and not long enough.
If you used film, the 28-80 there is the 18-50 on the 1.6x crop camera. I doubt you'll miss the 50-70 or 50-80 range.
If you want true wide angle on a 1.6x crop camera, you gotta go beyond 18mm - so get out the wallet...the canon 10-22 gets very good reviews, but the tokina 12-24 4 Pro lens seems to be better optically, and is a lot less money.
