A 100% typically means that the crop means that image was cropped and not resized, typically so as to show the clarity of a lens, camera or other equipment.
This might be used, for example, when one wants to post a sample image without resizing, but is constrained by image size limitations such as those in place on DPC portfolios. The poster would crop to the required size, and post that cropped (but not resized) image.

An example
Is a 100% crop - no resizing, just cropped a piece 620x488 from this
complete image, which has been resized and processed.
