hahaha! Great shot! BG may be a little toos trong, but I don't find it hopeless. Would be easy to fix; I may take a stab at it shortly :-)

Here's a quick stab at it. Probably went overboard with the corner burning... I selected with magnetic lasso all the railing and everything above them, then applied gaussian blur to that. The foreground seemed a little bright so I burned it in to make it more dramatic, and may have gone too far. Adjusted levels slightly for more op, and resized for DPC portfolio.

Let me know if I may be of help. My version is very rough; further improvement is definitely possible, especially in the detail of the railings, which is lost in the blur I am using.
