Absolutely - give me a few minutes and I'll even give you examples. :)
Theres a couple of different ways, so I'll type you up some basic instructions.

Gimp.org's tutorial on how to add film grain might be helpful to you. |

OK here goes -
Theres different types of grain and some really easy ways to achieve it in GIMP. These wont be very "exact duplicate of film grain" (See the above tutorial for that) but it will give you several grainy options that are quick and easy to achieve -
First - here is what I used as my base image:
Easy noise/grain is the NL Filter (under generic) -
And another simple fast way is to use the Noise - Spread filter. Set the measure to PC and bring it VERY low, .09 or thereabouts - its more noise than grain...
You can also use the mid-settings of Posterize - the low end is around 23 or so
, the high end is around 45
.
For a slightly more complicated effect - burn the entire image using the galaxy burn tool, mid level opacity, set to mid-tones -
and then run the Retinize filter over that set on Uniform and High -
.
And lastly - if you want to achieve the Joey Style Grunge Grain look -
Run the SoftGlow filter. Set it as how fuzzy and "dodged" you want the image to be:
and then run Cartoonize over it. Set your settings for how grungy you want it:
If you know more specifics about the exact grain look you are trying to achieve (or a photo of an example), just let me know and I can probably give you a close way to reproduce it. And if I can't, I know those who can. :)

Unless the powers that be tell me otherwise, Yes, it should all be legal in Advanced Editing.
None of this is legal in Basic though.

Look HERE in the Plug-in repository. There is a good grain Scriptfu script for GIMP. Also, the Infrared Script and B&W scripts have grain sims in them.
